Johnson City Tennessee Arrests June 2016

On 10/28/16, officers of the Johnson City Police Department arrested Solita Davis (General Delivery, 27 years old) and she was charged with Forgery, Identity Theft, and Unlawful Drug Paraphernalia. On 10/17/2016, Solita Davis was a passenger in a vehicle that was stopped for a traffic infraction. During the stop, Davis unlawfully identified herself as a family member.

During the stop she was in possession of drug paraphernalia. She was issued a misdemeanor citation at that time, which she signed, committing the forgery. Upon further investigation, her true identity was discovered and a warrant was obtained against Davis for Identity Theft, Forgery, and Unlawful Drug Paraphernalia. Davis was located tonight in a vehicle and was taken into custody without incident. She was transported to the Washington County Detention Center, where she is being held on a $12,000 bond . Arraignment is set for 10/28/16, at 10:30 a.m., in Washington County General Sessions Court.

On 06/02/2016 officers of the Johnson City Police Department arrested Daryn Q Cook, a 24 year old male of 104A Brookdale Lane, Johnson City TN, on the charges of Intent to Manufacture/Deliver/Sell of a controlled substance: Schedule VI (Marijuana), Failure to Illuminate Plates, Financial Responsibility, and Driving an Unregistered Vehicle.

On this date officers initiated a traffic stop on the defendant’s vehicle for failure to illuminate his license plate. During the investigation Officers detected to odor of marijuana and observed a bag of marijuana Mr. Cook attempted to conceal in his pocket.

After seizing the marijuana, Mr. Cook was placed under arrest on the above listed charges and a further search lead to a second bag of Marijuana being found concealed on his person. A total of 40.1 Grams of Marijuana was seized from Mr. Cook, and he was transported to the Washington County Detention Center where he is currently being held on a $10,000 bond pending a court hearing on 06/03/2016 in Washington County General Sessions Court.

On 6/3/2016 officers of the Johnson City Police Department arrested Chad Roller, 28 years of age, of 404 E. Mountainview Rd. #103 and charged him with identity theft and being a fugitive from justice.

The arrest occurred after officers responded to 404 E. Mountainview Rd. #103 on a noise disturbance call. Officers made contact with Chad Roller at the residence. When officers asked Mr. Roller for identification, he provided identification belonging to someone else. When it was found that the person Mr. Roller portrayed himself as had an active arrest warrant, he admitted that he lied about his identity. Officers then discovered that Mr. Roller was wanted in Bristol, Virginia for two counts of distribution of cocaine and failure to appear.

Mr. Roller was transported to the Washington County Detention Center and is currently being held without bond. His arraignment is set for 6/6/2016 at 1:30 PM in Washington County Sessions Court.

On 06/11/2016, officers of the Johnson City Police Department arrested Cameron W. Effoe (480 Shawnee Drive, Apt B, Bluff City TN, 18 years old) and charged him with Felony Schedule VI Drug violations, Unlawful Drug Paraphernalia, and Following too Close.

At 10:26 p.m. officers observed a white Toyota Camry driving aggressively and following other vehicles too closely. Officers initiated a traffic stop of the vehicle and upon approaching it, detected a strong odor consistent with Marijuana. Officers confronted the driver, Cameron Effoe, about the smell and he admitted to having Marijuana in his possession.

Officers located a Mason jar containing 25 grams of a green leafy substance on the back seat of the vehicle. During a search of the suspect, a set of digital scales were located, hidden in his under garments. Effoe was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $11,000 bond. Arraignment is set for 06/13/2016 at 1:30 p.m. in Washington County General Sessions Court.

On 06/10/16, the Johnson City Police Department arrested Philip J. Wrona (64 yrs old, 2701 S. Roan St.) and charged him with Criminal Simulation and Forgery over $1,000. The arrest stems from an investigation into a check that Investigators believe was counterfeited in the name of American Packaging Systems and forged by Mr. Wrona. The check was passed at Citizens Bank in the amount of $7,931.54. Mr. Wrona is being held in the Washington County Detention Center in lieu of a $20,000 bond. He is scheduled for Arraignment in General Sessions Court on 06/13/16 at 1:30 pm.

On 6/30/16, the Johnson City Police Department arrested Michael Grindstaff (119 Shenandoah Dr., 36 years old) and charged him with auto burglary, (4 cts.) identity theft, (4 cts.) fraudulent use of a credit card and criminal impersonation.

On 6/3/16, the victim reported an auto burglary in the 400 block of Roger Ln. The victim’s debit card was used the following morning at numerous area businesses. Grindstaff was identified as the person using the debit card.

On 6/30/16, Grindstaff was located and transported to the Washington County Detention Center, where he is being held in lieu of a $50,000 bond. Arraignment is set for 10:00 a.m. on 7/1/16 in Washington County General Sessions Court.
On 6/17/16, the Johnson City Police Department arrested Zachary Hunt (5 Sheffield Ct, Johnson City, 19 years old) and charged him with three counts of identity theft.

On 10/23/15, a family member of Zachary Hunt reported to officers of the Johnson City Police Department that Zachary Hunt had used their information to obtain a credit card in their name. The family member also reported that Zachary Hunt accessed their current credit card and was able to make changes to the billing method, then he made numerous charges without their knowledge or consent.

On 6/17/16, Zachary Hunt was arrested and transported to the Washington County Detention Center, where he is being held in lieu of a $30,000 bond. Arraignment was set for 1:30 p.m. on 6/20/16 in Washington County General Sessions Court.

On 06/22/16, officers of the Johnson City Police Department arrested Wanda N. Bulla (1210 Lincoln Ave, Ext., 29 years old) and charged her with Aggravated Assault.

At approximately 11:00 pm, officers responded to an assault that occurred at 1239 Indian Ridge Rd. Upon arrival the victim stated that she got into an argument with Bulla because she was not supposed to be on the property. The argument turned physical when Bulla struck the victim in the face with her fist. Bulla then backed up over the victim’s foot with her vehicle and stated that next time she will run her over.

Officers located Bulla at her residence, where she was taken into custody and transported to the Washington County Detention Center where she is being held in lieu of a $10,000 bond. Arraignment is set for 06/23/16 at 1:30 p.m., in Washington County General Session Court.

On 06/27/16, officers of the Johnson City Police Department arrested Richard A. Stout (116 Br Ward Lane, Butler, Tennessee; 38 years old) charging him with Aggravated Burglary and Unlawful Drug Paraphernalia.

Just after 2:00 p.m., officers were dispatched to 2106 Hickory Springs Road in reference to a burglary in progress. Upon arrival, officers made contact with the homeowner in the front yard of the residence. The homeowner informed officers that he returned home after a brief time away and discovered an unknown white male, later identified as Richard A. Stout, in the garage of his residence. Mr. Stout, who was still in the residence when police arrived, was taken into custody and searched for contraband. This search revealed two syringes in one of Mr. Stout’s pant pockets.

Mr. Stout was transported to the Washington County Detention Center, where he is held in lieu of a $25,000.00 bond. His arraignment is set for 06/28/16 at 1:30 p.m.
