Johnson City Tennessee Arrests October 2016

On 11/02/2016 at 22:50 hours, Officers responded to the Johnson City Medical Center in reference to a report of a domestic aggravated assault that occurred at The Quality Inn, 1900 S Roan St Johnson City, TN. The victim told police that her boyfriend, Barry Fortner from Chuckey TN, had physically assaulted her. The suspect was later arrested when he returned to The Quality Inn in the early morning hours. The suspect was arrested and transported to the Washington County Detention Center where is he currently being held on a $5000.00 bond.

On 11/08/2016 Officers of the Johnson City Police Department arrested Robert Todd Rosenbaum, a 45 year old male of 403 E Mountain View Rd, Johnson City, TN, on the charges of Misdemeanor Shoplifting, Simple Assault, Evading Arrest, and Burglary to a Motor Vehicle.

Officers were dispatched to Walmart on W Market St by a 911call from an employee of Walmart stating an individual was attempting to take items from the store without paying. When Officers arrived, Mr. Rosenbaum was passing the final point of sale, still wearing clothing that had not been purchased. When he was confronted, he pushed an employee of Walmart and attempted to run from the Officer.

Mr. Rosenbaum was quickly apprehended and arrested. A witness stated that before he entered the store, he entered into a vehicle in the parking lot and quickly got out. Investigation revealed that Mr. Rosenbaum removed a phone charger from the vehicle without permission. He was arrested on the charges of Misdemeanor Shoplifting, Simple Assault, Evading Arrest, and Burglary to a Motor Vehicle. He is currently being held in the Washington County Detention Center on an $11,000 bond pending a court hearing on 11/09/2016 in Washington County General Sessions Court.

On Wednesday, November 9th, 2016, at approximately 6:20 p.m., officers of the Johnson City Police Department arrested 21 year old, Victoria Arnett, General Delivery, Johnson City, TN and Michael Crowe, 23 year old, of 107 Hughes Ln. Johnson City, TN. The arrest stems from an investigation of a vehicle that was reported stolen on 11/08/2016.

Officers located the two at 11E Motel in possession of the stolen vehicle. Ms. Arnett and Mr. Crowe were charged with Theft of Property over $1000 and 2 counts of Theft of Property under $500. Mr. Crowe was also charged with Unlawful Drug Paraphernalia. Both are currently being held at the Washington County Detention Center. Ms. Arnett is being held on a $12,000 bond while Mr. Crowe is being held on a $13,000 bond. The two are scheduled to appear in Washington County General Sessions Court on Thursday, November 10th, 2016 at 1:30 p.m.

On November 13, 2016, at approximately 1:30 am, officers of the Johnson City Police Department arrested Ms. Erica M. Brown at the Foxx Motel, Johnson City, TN. Officers discovered that Ms. Brown was in possession of a substantial amount of Methamphetamine and Xanax with the intent to sell. She was also found to be in possession of a large amount of drug paraphernalia. There was a child in the proximity of the drugs that was removed from the scene by the Tennessee Department of Children’s Services.

As a result, Ms. Brown is being held at the Washington County Detention Center on charges of Poss/Sell of Methamphetamine, Reckless Endangerment, Maintaining a Dwelling for Controlled Substance, Distributing, Sell of Controlled Substance, and Poss. of Unlawful Drug Paraphernalia. She is being held on a $40,000 bond and is scheduled to appear in the Washington County General Session Court Monday, November 14, 2016, at 1:30 pm.
On 11/22/16 , the Johnson City Police Department arrested Kenneth R. Correll 2nd (1011 Justus Dr., Johnson City, 35 years old) and charged him with theft of property over $1,000.

On 8/8/16, a theft report was completed at 421 N. State of Franklin Rd., Eastman Credit Union. Through the course of the investigation, Correll was identified as the suspect in the theft.

On 11/22/16, Correll was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $10,000 bond. Arraignment is set for 1:30 p.m. on 11/23/16 in Washington County General Sessions Court.

On 11/26/2016, officers of the Johnson City Police Department arrested Nicholas Cumbow, 524 Frog Level Rd., Gray, TN 37615, on charges of driving on a revoked license, failure to maintain control of a motor vehicle, leaving the scene of an accident, possession of schedule IV narcotics for resale, and possession of drug paraphernalia.

On 11/26/2016 at approximately 1:30 PM, officers responded to a hit and run crash on Interstate 26. Witnesses to the crash told officers that a vehicle had struck the median cable barrier on the interstate and then fled the scene. Officers located the vehicle and the driver, Nicholas Cumbow, a short time later.

When an officer made contact with Mr. Cumbow, he was found to be in possession of over one hundred Xanax pills. Mr. Cumbow was arrested on the above charges and transported to the Washington County Detention Center where he is being held on a $13,000 bond. His arraignment is scheduled for 11/28/2016 at 9:00 AM in Washington County Sessions Court.

On 11/27/16 the Johnson City Police Department, with assistance of the Tennessee Highway Patrol, made two arrests in reference to a theft of a tow trailer. An Aluma trailer was stolen from EG Trailer Sales, 4421 Bristol Highway, on 11/27/16. The suspects left the scene with the trailer attached to a white Ford Expedition and left on Bristol Highway, where they developed a flat tire and subsequently pulled into Winged Deer Park.

From there, witnesses watched two subjects inspect the damage, detach the trailer, go back to the business, steal two more trailer tires, attach them to the trailer, and drive off. Officers on scene were able to get a description from the witnesses and put a BOLO out on the radio. A state Trooper found the Expedition towing the trailer on Fort Henry Dr. in Kingsport and stopped it.

As a result of the investigation Joseph Davis (36 yrs old, 632 N Cherokee St Jonesborough) and John Hale (51 yrs old, 111 Lake Haven Dr. Gray) were both charged with Theft of Property over $1,000, Vandalism over $500, and Theft of Motor Vehicle parts under $500. Both are being held in the Washington County Detention Center in lieu of a $21,000 bond. Both are scheduled for Arraignment in General Sessions Court on 11/28/16 at 1:30 pm.

On 11/30/2016, officers of the Johnson City Police Department arrested 28 year old Jacob Potter and 46 year old Angela Leslie, both of 2811 E. Oakland Ave #21, Johnson City. The arrests occurred after officers responded to 2811 E. Oakland Ave in reference to complaints of narcotics activity. Upon investigating the complaint officers were able to find substances believed to be cocaine and methamphetamine in the couple’s apartment.

In addition officers found drug paraphernalia and an unknown substance that will be processed and sent to the TBI lab for identification. Additional charges could be placed pending the identification of this unknown substance.

Mr. Potter was arrested on charges of possession of schedule II narcotics for resale, possession of methamphetamine for resale, and possession of drug paraphernalia. Ms. Leslie was arrested for maintaining a dwelling where drugs are sold.

Mr. Potter and Ms. Leslie were transported to the Washington County Detention Center. Mr. Potter is currently being held on a $20,000 bond while Ms. Leslie is being held on a $10,000 bond. Arraignments for both are scheduled for 12/01/2016, at 9:00 AM, in Washington County General Sessions Court.
